Ratcatcher

A spell in Blackgate prison turned rat exterminator Otis Flannegan into a hardened criminal. After his release, he declared war on the citizens of Gotham City and became the sewer-dwelling villain known as the Ratcatcher, using deadly poisonous gases and leading an army of sewer rats.

More recently, Cleo Cazo, the original Ratcatcher's daughter has taken up the mantle. When she's not catnapping, Ratcatcher II—who learned everything she knows from her dad—cuddles with her four-legged companion, a rat named Sebastian. He is just her nearest and dearest of many feral friends who, with a flick of her jerry-riggled electronic wand, flow out of the woodwork to come to her aid.
